Empoleon’s unique defensive typing, special bulk and access to stealth rock, roar and knock off make it a mainstay of stall/semistall water and give it a niche on balanced water teams. This toolkit makes it an excellent fit for teams that want to win with hazards. Its typing allows it to easily switch in on specs walking wake, greninja and articuno and makes it the only viable water type that can switch into specs kyurem. As such, empoleon is a bastion against freeze-dry spam from flying or ice, or draco spam from dragon, which can otherwise tear apart bulky water teams. On top of this, it provides a grass neutrality to help handle the likes of specs energy ball iron moth and sinistcha, and resistances to the many other types steel resists. Empoleon’s utility moves allow it to turn these into opportunities to get an advantage in hazards, while its competitive ability allows it to get a +2 special attack boost if it switches in on defog, which deters the opponent from removing your hazards. It also blocks mortal spin from glimmora.

Empoleon’s special bulk allows it to survive 2 shadow balls from choice specs flutter mane, and 2HKO back with flash cannon, or to knock flutter mane and take under 50% from flutter mane’s thunderbolt.

Flash cannon makes empoleon a more solid answer to kyurem, articuno and flutter mane, and allows it to 1v1 hatterene, whereas surf makes it more solid into energy ball iron moth, allows it to punish corviknight for defogging it with +2 neutral damage and does better chip damage into fire, bug, poison, steel and flying teams.

Stealth rocks are useful for making progress into most teams and are invaluable for making progress into flying teams, which water struggles with without hard-hitters like urshifu and barraskewda. Unlike other setters such as swampert and gastrodon, empoleon usually doesn’t struggle to find opportunities to set rocks, as it switches in on articuno. Water also has limited options for stealth rock setters if gastrodon is already running spikes, with swampert being its main competition, but lacking recovery.

Roar allows empoleon to put a stop to a boosted special attacker that is threatening to sweep, and can be used to make progress by forcing the opponent’s team to take hazard damage. This can allow empoleon to immediately threaten kyurem without running flash cannon. It’s especially valuable in dealing with substitute pokemon like spectrier and sinistcha, which can take advantage of the lack of damage output on stall to set up and sweep.

Knock off is an alternative way to make progress, by removing boots and leftovers, to ensure that the opponent’s pokemon get worn down by hazards and chip damage over time. Empoleon can mitigate threatening offensive pokemon by removing choice specs from the likes of flutter mane and latios and removing leftovers from sub spectrier allowing teammates to 1v1 it. Empoleon can also remove the longevity of pokemon that otherwise put long term pressure on bulky water, such as goodra-Hisui, hatterene, muk-Alola, amoonguss, slowking-Galar and boots kyurem. Combined with its poison immunity, knock off makes empoleon excellent into poison teams and opposing water teams with toxapex, which give empoleon lots of entry opportunities, and struggle to force empoleon out without giving up important knocks.

As a special wall, empoleon wants to be part of a defensive core with physical walls, such as toxapex, physically defensive alomomola, physically defensive gastrodon, and dondozo. It also appreciates special walls that cover its weaknesses to ground and electric, like specially defensive gastrodon, and its vulnerability to being worn down by repeatedly switching into attacks, like specially defensive alomomola. Specs greninja is an excellent complement for the bulky water teams empoleon usually resides on, being able to stop sweeps by pokemon like ogerpon formes, gholdengo and pecharunt in their tracks, which bulky water teams otherwise struggle to shut down.

Empoleon pairs well with toxapex, as toxic spikes make empoleon’s roar far more dangerous and toxic puts a timer on the opponent’s pokemon, meaning pokemon like sinistcha, primarina and volcarona don’t have enough turns to boost past empoleon – which is otherwise a major weakness of non-roar sets. Meanwhile knock off empoleon protects toxapex from being pp stalled out of recover by hit-and-run tactics, by removing boots to limit the number of times the opponent’s pokemon can switch in. Empoleon also switches in well on many of the poison types that try to absorb toxics from toxapex, and can switch in on psychic moves targeted into toxapex, while toxapex can switch in on fighting moves targeted into empoleon, as well as a range of powerful physical attackers like choice band meowscarada and ceruledge.

Empoleon greatly appreciates gastrodon setting spikes for it, making removing boots and phasing pokemon intro hazards far more potent, as well as protecting it from having its boots knocked with sticky hold, and switching into the electric moves that empoleon struggles with. With rocks and spikes up, empoleon roaring out threatening sweepers isn’t just delaying the threat but rapidly wearing them down.

Similarly, empoleon greatly appreciates samurott-Hisui’s effectiveness in getting up spikes with ceaseless edge. Samurott appreciates empoleon deterring defog, to make up for samurott struggling to set spikes repeatedly, as well as empoleon switching into fairy type moves for it.

Empoleon pairs well with alomomola, who can wish pass to keep empoleon from being worn down by the barrage of specs-boosted special attacks that it gets thrown into, and give it free entry opportunities, to find turns for it to roost and set rocks without giving up too much health. Specially defensive alomomola also takes pressure off of empoleon by switching into special attacks and regenerating off the damage, allowing empoleon to conserve its health for the most threatening special attackers. Specially defensive alomomola also switches well into the scarf landorus earth powers that empoleon is unable to help with.

Empoleon is mostly useless in the ground matchup, which is a major weakness as it is almost always paired with toxapex or tentacruel, which are also unhelpful into ground, leaving that matchup as essentially a 4 vs 6. As such, empoleon appreciates partners that can pick up its slack in the ground matchup, such as choice specs greninja, suicune and [what would be a good balance example? Ogerpon?]

Other options:
Empoleon can also run flip turn to maintain momentum and keep the opponent in a vortex of switching and hazard chip. However empoleon struggles to replace any of its moves with flip turn.
Surf empoleon can run 60 speed EVs to outspeed uninvested corviknight, making it more dangerous for corviknight to try to defog.
Empoleon can run leftovers instead of boots if it is paired with removal, enhancing its natural bulk.

Dondozo is a staple on rainless Water teams due to its phenomenal bulk and ability to check setup sweepers such as Gholdengo and Chien-Pao, thanks to Unaware. Dondozo faces competition from Quagsire as the team's Unaware user, as Quagsire has an immunity to Electric-type attacks and can stack entry hazards; however, it drops to Grass-type attacks. Curse allows Dondozo to apply offensive pressure, boosting its attack and allowing it to better hit targets such as Baxcalibur and Kingambit while also allowing it to better tank hits in return. Rest allows Dondozo to shrug off status and gives it longevity, allowing it to constantly absorb powerful attacks for Water teams, such as Great Tusk's Headlong Rush. Sleep Talk enables Dondozo to further take advantage of Rest, allowing it to continue to setup or attack its target while asleep. Dondozo takes advantage of its STAB through the use of Waterfall, doing more damage, but Avalanche allows Dondozo to OHKO Meowscarada, as well as pressure Water-immune Pokemon such as Clodsire and Gastrodon. Its EV spread allows Dondozo to tank attacks from Gholdengo and Flutter Mane, due to its already high physical defense, which may be further boosted by Curse.

Choice Specs Greninja is an insane wallbreaker, with coverage allowing it to take on a variety of Pokemon such as an opposing Dondozo or Ting-Lu with Grass Knot, Garchomp with Ice Beam, Amoonguss and Clodsire with Extrasensory, and Espathra with Dark Pulse. Toxapex absorbs Toxic Spikes for Dondozo, spreads Toxic, and shrugs off Grass-type attacks such as Flower Trick from Choice Scarf Meowscarada and Grass Knot from Greninja. Gastrodon provides an Electric immunity and it can tank attacks from special attackers such as Flutter Mane; however, it needs to be wary of Energy Ball. Gastrodon can also stack Spikes or set Stealth Rock, wearing down foes for Dondozo. The defensive core of Dondozo, Toxapex, and Gastrodon also gives Water teams opportunities to scout powerful attacks by allowing for each to switch-in for another, such as Dondozo switching in for Gastrodon or Toxapex to tank Chien-Pao's Crunch. Earthquake also allows it to take on Poison- and Electric-type Pokemon such as Clodsire and Sandy Shocks. Quaquaval can remove hazards with Rapid Spin for Dondozo and offensive Quaquaval sets can take on common threats to Water teams such as Greninja after one Aqua Step or Meowscarada after two.
