SV OU Looking for potential improvements / feedback on my offensive rain team :D

I can hit around 1300 elo with this team and i've been using it for a while, making adjustments as I go, however I can never seem to make it past that. Any feedback would be lovely <3. The main threats to my team seem to be enemy weather teams, raging bolt, booster iron valiant and set-up sweepers.

Pelipper's goal is to set up rain and be a defensive pivot to swap into Kingdra or Kilowattrel. Weather Ball gives surprising damage against gliscor / lando. EVs are defensive with minimum speed IVs to u-turn second reliably. The team really struggled with Gastrodon so tera grass tera blast seemed like a funny solution. U-turn for pivoting. Protect is on a lot of my mons and helps to stall out things like enemy tailwind / weather. Damp rock gives kingdra and kilowattrel a better chance to shine.

Kingdra is my main sweeper on the team and does insane damage with weather ball even without a tera water. It's fast enough to out speed most threats in rain (except booster valiant). Hurricane helps deal with unexpecting grass types and things like Ogerpon-Wellspring. Dragon pulse is also good damage on Dragapult and the 3 moves of weather ball, hurricane and dragon pulse let it hit most things for at least neutral damage. Protect also to stall out tailwind and enemy weather. Tera water gives an insane damage boost.

Kilowattrel is insane in the rain. Thunder and Hurricane do crazy damage and are reliable options in rain. Volt switch helps outside of rain and for pivoting. Protect for enemy tailwind stalling. Magnet and tera electric give good damage boosts, though i hardly ever tera kilowattrel.

Scarf gholdengo, standard choice set but scarf helps to outspeed dragapult and other threats. Trick helps massively with stall teams. Tera steel for no dark weakness and a make it rain boost.

Dragonite is multiscale and boots for a defensive pivot. E-speed + tera normal is always strong and tera helps to keep it alive. Earthquake works as emergency raging bolt button. Tailwind is meant to help for when rain can't go up but I still need a speed boost. Rain dance is also an emergency button for if Pelipper dies early and I still need rain.

Great Tusk is also good against raging bolt and rapid spin helps against enemy hazards. I didn't opt for rocks as they just feel out of place on an offense team (I could be wrong tho). Earthquake and close combat are good damage and protect is the same reason as all the other mons. Booster energy gives it a fast rapid spin or earthquake.

Notes: The team is very special attack heavy as I initially had Overqwil on the team but replaced it as its damage was lacking.

I tested this team a bit and it's pretty fun! A couple of ideas though:

Pelipper: I would replace Protect with Hurricane. Generally, I'd say omit Protect on what already has it. All of your team members (in the case you keep them) generally would want something else for that move slot, and it mainly stalls out your rain turns. (Being able to get Pelipper in safely helps with getting rain back up, and helps against opposing weathers.)
Kingdra: It depends on preference, you could run Specs on this instead of Life Orb, which gives more damage and longevity. Flip Turn is also useful, I'd say run that instead of Protect.
Great Tusk: Put the 252 Special Defense EVs in Attack, and put the 4 EVs in Defense. I'd give this Stealth Rock over Protect. Ultimately, Booster Energy will boost Attack now instead of Speed, although this can be adjusted. (You do have a Swift Swim Kingdra and a Scarf Gholdengo.)

A note about Gholdengo, for booster Valiant, you could try running Tera Fairy. I think that's probably the best answer, at least that I can come up with so far, and given the team adjustment ideas below.

I would replace Kilowattrel and Dragonite with Raging Bolt and Ogerpon Wellspring. Bolt gives a new Electric resist, and also functions well in rain. You already would have two Hurricane users anyway if you give Pelipper Hurricane. Additionally, with Tera Fairy, it can eat a Draco Meteor from opposing Raging Bolt, and has priority, similar to Dragonite. Set is up to you, I used the following:

Raging Bolt @ Leftovers
Ability: Protosynthesis
Tera Type: Fairy
EVs: 148 HP / 252 SpA / 108 SpD
Modest Nature
IVs: 20 Atk
- Thunderclap
- Thunderbolt
- Draco Meteor
- Calm Mind

You could also try Thunder and Weather Ball and see if they fit your needs better.

Wellspring gives some immediate power against setup sweepers, and acts as another breaker that can be assisted by rain. Additionally, you mentioned the team being Special Attack oriented, and this adds a breaker on the physical side. The Wellspring set I used when testing is as follows:

Ogerpon-Wellspring (F) @ Wellspring Mask
Ability: Water Absorb
Tera Type: Water
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Power Whip
- Ivy Cudgel
- Play Rough
- Rain Dance

Last move is up to you, I put Rain Dance for another way to set up rain if there's an opening, but it's Ogerpon, so Swords Dance and Knock Off are also options. Play Rough is to deal with opposing Dragon types.

If you wanted to keep Kilowattrel, I'd give it Weather Ball instead of Protect, and a Life Orb. Although, I'd stick with Raging Bolt.

I've been trying out both Bolt and Ogerpon and all your other suggestions and it has made such a difference! Already climbed past my previous highest ELO. THANK YOU SO MUCH :D
