Heatran is I guess valid since it walls Enamorus if it Teras into the Ground-type and can one-shot before being KOed by Tera Stellar Enamorus.

In return, Primarina can threaten an OHKO with Moonblast, while also having Surf as a midground option against Tera Steel. It can also use Flip Turn to pivot on a predicted switch.
Tera Steel is chosen here to maintain a resistance to Draco Meteor in the event that Primarina has to Terastallize.
