Tiering Adjustments:
There has been a lot of discussion around Necturine with various moves (Last Respects, Population Bomb, Rage Fist). Talks w/ LC Council have been inconclusive so far, so I am hesitant to make any decision re: Necturine as a whole.

However, I am implementing an emergency ban of Last Respects. This move is obviously broken in conjunction with Choice Scarf. I will give Population Bomb and Rage Fist some more time, as they are not as blatantly broken or have clear drawbacks. Hopefully we will have more final rulings re: Necturine from council next week.

Syclar and Saharascal have also shown themselves to be a power outlier, so they are on the watchlist.
