Hello, this is a project I've been dreaming of for years now. This is about fixing the ORAS OU builder. To be clear, this is not going to change the actual tiering for any Pokemon, that is locked and cannot be changed. This will only change how certain Pokemon are displayed in the OU teambuilder. For example, Mega Tyranitar and Mega Latias are considered OU by technicality (OU), despite them having basically OU status. Finally, Pokemon such as Starmie, Breloom, Azelf, and perhaps even Mega Manectric and Gengar are Pokemon that spammed on the ladder despite having little usage in tournaments, making them more deserving of the (OU) display.
Starting with BW when gens had live ladders and usage-based tiering, old gens cannot go back and change the tiering as it is locked. (OU) display is based on bi-yearly ladder usage, which poses the problem as stated above. Our other option was viability-based tiering, which is hard to approve. Tournament usage is a viable option but takes a ton of work. Thankfully, Murphy Lawden (HUGE SHOUTOUTS MY GOAT) who helped aggregate tournament usage and count the Mega usage, and we now have tournament-based usage.
The tournaments I chose were in three categories to represent a broad tournament presentation in ORAS. 1) High level official tours (SPL/WCop/Masters), 2) ORAS team tours (ORASPL/ORASCL), and 3) Other forum-based popular team tours that have ORAS (OUPL, ADPL). I chose not to include RoAPL as it is moving away from ORAS anyways. I chose 2 years as I think that would generate enough data. We could do this every two years or even every year since it's easy to do so. Will possibly consider individuals like circuit but that would need proper replay archiving.
On UUBL: I'm not sure what the policy is here. I'm aware that tier leaders would rather lock them "so that UU can retain the ability to retest them." However, I think that's kind of insane for a Pokemon that is basically OU by every metric to fall down to UU based on this metric, plus I do think UU has literally 0 interest in testing the UUBLs that are OU-staples, much less any UUBL. For example, Mega Alakazam, Mega Gyarados, and Volcarona are all UUBL Pokemon despite them being high viability and usage in OU. I would like to propose, backed by council, that we also move the UUBL mons that exceed 3.14% usage to OU. We can also coordinate with UU council to do this as well.
