I personally think it works best with Skarmory. You don't really need Ferro or Roserade's special defense with Calm Milotic, and you don't need the water resist either. Forretress really works best with Wish support though in my opinion. It also can't handle Landorus or Haxorus nearly as well, which both lol hard at your Calm Milotic.
Skarmory is really nice for taking repeated physical hits while Milotic can take repeated special hits.

But since milotic is a thing of beauty, I believe a dive ball is needed.
It will free since milotic was on my list of thing to capture in 4th gen.
If I can find the right seed that will give me a shiny feebas, I may be able to get both a dive and quick.

Frosslass doesn't have a great physical movepool at all actually. o_O
It only has Ice Shard and Ice Punch. Sucker Punch and Crunch aren't good on it either. Ice Shard is good though, so its pretty awesome in gen 4. :p lol
Spec'd Porygon Z actually has been impressing me in gen 4. It can 2HKO Adamant Snorlax and Calm 252HP/252Spdef Milotic with Tri Attack. dumb pokemon, but still O_O
As in to build around a core of Starmie/Milotic? Or just have both on a team and still have the team function?
If its the core then yes I think it can work in a few situations as you could use Milotic as a defensive pivot and Starmie as a late game cleaner(thanks to its base 115 speed).
Building a team with them both on it is dangerous of course as they share the electric/grass weakness but that is too big of a deal as grass attacks and electric aren't really prevalent through out the metagame. A good sturdy grass/dragon pokemon helps relieve those weaknesses so something like bulky Virizion/Dragonite would work well(Milotic tanks those Ice Beam and Fireblasts).
So yes it could work as long as they have good support from the team.
I can do all of them if you'd like(I'll just hit the seed multiple times since I only use retail carts), I also will probably go through and select which ball I want to use.
Jellicant and Starmie have very exclusive roles. Very important roles. I hate water pokemon. Especially Milotic.
Maybe if you try new pokemon, pokemon that I like.. they will grow on you. I looked at your favorites list, and I saw a good amount that were pokemon I introduced to you. lol
How many Milotic teams do you actually need? Possible, but this isn't gen 3. Just because it could work doesn't mean it is going to dominate the metagame. Irl sucks terrible for me right now.
Swords Dance because specs is outclassed completly by better things. Much better things. I don't even like Swords Dance. Its bad too. Its like a shitty Feraligatr.
Eh, Lightsworns are good. Consistent isn't always best though. Lightsworn's biggest strength is to herp derp. No matter what you do to Lightsworns, they will not be the most consistent deck. As long as it works for you, thats good.
