I used a Venusaur but it doesnt really matter what you use =/

Well you cant beat the ecruteak gym intill you release the dogs so once you get past Goldenrod your stuck intill you RNG Them so save WITH a Sweet Scenter in your party (preferably the only pokemon in your party)
On the floor below the burnt tower but DO NOT walk towards them or youll release them
They are released once you step passed the step on the bottom floor :)

I found out that the radio on my seed advances the frame by 3 each time I detune it and my frame is 7 :(
So unfortuneatly I have to let an NPC turn once and theres only 1 in the area so....
And luckily I hit a frame of 7 like 2 times now :D
Im going to try one more time and see what frame I hit and then I will actually GO for it XD -
