No pokeball dropped? Did you change your internet settings and save them? If not, you will just go to the normal nintendo GTS. If you did change the settings correctly, you should either have a pokeball drop or get an error message if the pokestation GTS is down.
As far as looking legal, it depends on who is doing thechecking. I use the BW pokemon on the GBU and they usually pass the GBU hack checks, but you can't use these legendaries on the GBU, so I am not familiar with what kind of hack checks you would be subject to, so I can't guarantee anything. Besides, like I said honesty is the best policy. If legal hacks are not allowed, I would not chance it.

I can create them to send directly to B&W, that would be easiest. Can you chose a smogon movest for each, or do you just want me to pick one for each?

3 steps
1) First you go to your DSI internet settings and click on your connection settings. Choose change settings. Go to the screen that says auto obtain DNS. Click on no and then on detailed setup. For primary DNS type in 199.119.163.034. Leave the secondary DNS blank. Be sure to save it.
It helps if this is your only saved connection.

It will bring up the pokestation website, but you don't need to do anything there
3)In B W go to the pokecenter and go the the GTS - Global Trade Station and the pokemon will be sent to you like a trade

You mean how will you be able to test it? That is a good question. I am not sure how people test pokemon for legality. In BW you can test the ones that are allowed in the GBU by going online and it will tell you there is something wrong with your pokemon if it is not legal.
