Tobias has an aquantaince who is the Don's personal inventor who also makes illegal items for Tobias. The Don knows Tobias, but not the other way around.

I know it is lol.......The Fallout realm is massive. I mean immense. There's 6 games, plus a history of the world for 200+ years lol.

It's kind of a daunting prospect, by I think the story is amazing and super-realistic.
