I am planning on having an NPC from the Kindred formulate a way to neutralize TR. That will eventually force Tobias to see that the only chance he has to defeat the Kindred forces is to enter Burst mode.
This won't happen until Tobias gets his deal done though.

Yeah, when I posted that I thought it was a bad ideas to have convoys going directly to Don's manor. From now on the Convoys go to bases only-- that will be a special case. But probably a domino effect would be a good idea
