just breed a a female poliwag with a male wooper that has haze and get a male offspring. I can handle the ivs part. tbh I think haze + dragon tail is kinda redundant since dtail phazes pokemon out anyways along with their stat boosts, but it's not my place to tell you what to do with your pokemon.

It would probably be pretty cool on a sun team which would need a spinblocker. Although spinblockers aren't nearly as neccessary as they once were in gen 4.
