Simple.
For 1 & 3, Use challonge.com. You can make a bracket, and have the website hold a sign-up website for it too.
For 2, Ask the participants, then, after the sign-ups are done, shuffle the participants on the bracket, and put any WiFi/PO/or PS only people against each other, and leave the randoms that can play any two where they are.
