Fire Blast is better on scarf chomp because you don't have a way to boost fire fang other than sun. Fire Blast hits Skarm, Ferro, Forry, and Scizor harder.
I reccomend Dragon Claw on Scarf Garchomp though. Since a lot of the time I feel like you need to use your dragon stab, without locking yourself into outrage because you could end up getting revenged by ramming into a steel, priority or even a faster scarfer the turn after.
Outrage/EQ/DC/Fire Blast or Stone Edge. Go with Stone Edge on that team. You have so many fire moves on sun teams. Stone Edge might be better to revenge Volcarona or Gyarados more easily.
