These are its aims: to 2hko skarmory at +6 outrage; to outspeed latias after 1 dd and the rest is put in HP and if leftover defense of choice. Although i dont really think that is the optimal spread and ive no idea what is. There is also the discussion / testing to be done of using waterfall as the primary option.

this is the set, i realised i had it in a RMT. The evs ensure that vaporeon/starmie with little sp.atk cant break its sub. Spe is so that after 1 dd outspeeds max speed latias (it may be faster maybe 115). Atk is maxed with the remaining evs.
