Erm, you need to vote 4 times to get TC, and I think it's 9 times for TC Alum. Being previously banned can go against you, as it's up to other badge'd users to discuss whether or not you deserve the badge. However, seeing your enthusiasm and contributions around the site, I don't think you have much to worry about (but please, don't take my word for it).
