Oh, you didn't notice the Bagon past the Zubat cave? Around the area with the Absols? If you look around the grass, you're bound to find one eventually. Actually, I'm surprised I haven't seen a Larvitar or Deino yet. This game is already so ridiculous with the things it gift-wraps that they seem perfectly reasonable.
