I'd just set my range to what you mentioned in the first post, but when you search seeds choose the ones that have 1685 timer0 the majority of the time. If you're RNGing terrakion, you're going to want to not have to advance the mersenne twister IVRNG because all the grass and NPCs will mess up your PID frame.
(This is differentt of course for Pokemon like Zekrom when you can't encounter wild stuff and no NPCs)

Although, if find a seed on IVRNG frame 1 that is hard to find otherwise (i.e a 6IV spread) that has a timer0 other than 1685 I'd go with it and repeatedly hit your times until you get lucky and the timer0 matches up.

Actually I'm probably doing cobalion because of the lack of NPCs (although there is that one NPC that pops up every now and then). I'll set my range to that. Maybe I'm getting unlucky, but I've tried 3 different 1685's with no luck (one i did multiple times.). Now I am using a 3DS, but I know of th 8 second start up delay, so I've been going 8 seconds earlier.

Should I just continue going 8 seconds earlier or just start the game when it says I should? One last question before I try again. You rnged a latios before correct? How many tries did it take you?

Well, I got like 12 different spreads. I'll try 2 times per spread and probably more on the 1685's. Ill see you in like a week lol

Took me about 10 tries to hit my correct timer0 with Latios :p
My personal thing with seeds on Black 2 is simply try them until you get a spread with the desired IVs.

I'm presuming you're not doing PIDRNG abuse, so if you manage to get the IVs you want but your Synchronizer doesn't work etc. that's fine, and you should either raise the PID frame using a Chatot or just choose another IV spread and repeat the seed hitting process.
