Also, if I happen to come across a Togepi w/ 31/30/31/31/31/31 would that be acceptable as well? Let me know please because they do take awhile and from time to time I go to the battle institute to check the missing IV to see if the IV is 30 within the missing stat.

Yeah, 30 will work, but how would you know at level 1?

At the Battle Institute, it makes your Pokemon automatically to Lv.50. I just use an IV calculator after that :]
