Why didn't heatmor's speed get reduced action 2 TSRD?

It did. -1 spe puts it at 65 x .57 = 37.5. Dragonair's paralysis puts it at 60 x .25 = 15. Did I miss something?

Generally I ask that you explain how a combination is supposed to work. Still I would say maybe yes on Vacuum Wave+Confusion and probably no on the other three.
