well shuckle shouldnt stay in on empoleon or really any defogger and because theyd defog before you could final gambit. with other suicide leads like azelf you explode to keep them from spinning or defogging, but shuckle is too slow for that.
also i dont think youd ever see a defogger hard switching on a full HP shuckle after its set up hazards

It's not the damage that's quite significant so much as the free switch it creates.
Gambit preserves momentum and lets you bring out a sweeper after laying down your hazards.
And personally, I would rather run it than Toxic or Power Split.
