It can select 1 more TM/HM from the current generation.

More so, moves that pokemon can learn via move relearners count as starting moves. So your Riolu, as an example, would also start with Quick Attack, Foresight, and Endure.

Oops, my mistake. You can select 5 tutor moves for rufflet from any generation. We really need to reorganize things.
