Hi. Before rating, I advise you check out this thread: http://www.smogon.com/forums/threads/how-to-rate-required-reading.59702/ - It explains how exactly to rate teams. Not literally giving a rating (i.e. 2/5 or 10/10), but just providing tips to improve their team in general. I hope this helped out somehow in understanding the rating basics. :]
