Sry but what is SV?

SV is shiny value. Each trainer has a TSV (trainer shiny value) and every egg has an ESV (egg shiny value). If a player hatches an egg whose ESV is the same as the trainer's TSV, the egg will hatch shiny.

Oh ok and now I wait with my Tsv that anyone ask me for an egg or?

You can have the ESV of flawless eggs checked and then find someone with that TSV to hatch the egg for you.

Ok so i must breed and wait for someone with the tsv of the flawless egg

Or breed another flawless egg with a different ESV if you can't find someone.

Can you Check my Tsv? Because the TSV Checker isnt avaible now

There's a thread in the Wi-Fi section of the forums for checking TSVs and ESVs.

Your TSV is useful for hatching others' eggs. If you want your eggs hatched shiny, you'll need to check each egg you want shiny's ESV and find a person with that TSV to hatch it.

But the ralts hasnt Confuse Ray it can Ally Switcher is ist ok ?
