Hmmm... I see your point. But I am not sure if the sub is clear enough in that regard (read: P2 obv read it as round-based and I don't blame him that much). I will check with the others.

Yeah and if things are iffy, then I don't mind executing the sub as action based with P2 getting a reorder. Or continuing as is.

In the case I would be more inclined to poke P2X7 into reordering. Also for that sub saying "IF your first and second substitution did not trigger that action" works.
