Yes that is what she meant. Although the episode itself is very good, I'm not really a fan of characters being able to bend things that are anything short of their pure element. Reason is because it grates on the original premise and raises other questions that all go to bad places. In regards to this particular episode things were kept subdued, but things kinda flew off the rails in Korra.
