EVs?

I have an idea that allows u to keep them. Say it casts an Illusion, but if the Illusion is broken the all PP of that move is drained. That kinda compensates for its terribad typing.

by EVS i meant New base stats

And I think Sceptizard should get Grass/Fire or Fire/Grass typing. Because neither its base nor one of its megas has use for it
Plus it even goes against the ability
