Nope, it's Gale. Heath has green-and-white hair and appears in FE7, while Gale is one of Zephiel's commanders in FE6. Originally planned to be playable, too, but they had to turn him into a Camus expy.

Ah that's right. Gale. I think him not being a playable character always throws me off. Which is weird because Miledy (Milady) is one of my favorite FE6 characters too.
