GMT -4 is US East Coast. If you are US West Coast you are GMT -7. Quantifying timezones this way helps people schedule because I know how many hours behind/ahead of me you are. For example, since the difference between -4 and -7 is 3, I know that you are 3 hours behind my timezone. So when it's 12pm my time, I know it's 9am your time.

Therefore it's easy to understand why it's important to state your GMT -/+ (number) so I know what time it is where you live, instead of just the name of your timezone.
