I still don't think you understand what I said for Sylveon and Perrserker. The subs themselves were not necessarily bad, it's just that they did not fit with the theme of the slate, which is to explore more niche playstyles other than standard Offense, bulky offense and balance.

For Stall I suggest focus on roles that stall need to be successful rn - A ground type check, Wish support, Cleric support or a sweeper check. Also the tier already has a Poison Fairy type so adding another is redundant.
For HO, I'd tone down its raw offensive power. Tailor it to OU set up sweepers that fit on Hyper Offensive teams stat wise, then make sure that you indicate that it's for Hyper Offense.
