Hmm... I thought at the beginning the number of steps/turns/advances doesn't matter until you actually encouter the Togepi? So after I find my "actual" frame, I then start to turn/step as it's quicker?

yeah at this point and especially since its recommended to do high frames so you can get as many opportunities to start your chain

yes you can level it up by rarcandies to get the exact IVs
