well, to showcase the niche of a pokemon, it's important to consider what their fundamental roles are, and how they perform them differently from its competition. in ou, clefable strictly outclasses it as a wish passer, but sylveon's unique tools come in the form of pixelate, greater overall bulk, greater offenses, and mystical fire to set it apart from primarina offensively.

imo if you wanted to make it work, i might opt to try a sub CM set with mystical fire and hyper voice, which gives you really good coverage.
