Hmm also heard a theory that they wouldn't because he is one of the 1% that is aware that the Matrix is false. So he could never be truly returned to the Matrix. That's actually an interesting angle too because it suggests Cypher can't fight his destiny, he will ALWAYS know that the Matrix is fake and can never have the blissful ignorance he desires
