You can start bullying Toto at any time you like, no start-up costs whatsoever, it's brilliant. The basics include correcting and making fun of his spelling, reminding him he hasn't done shoutouts even though it's been 2 months, and not helping him when he asks to teambuilding help and then call the team bad (this one doesn't get used often because Toto doesn't build much).
