It does, I have a hex flawless Jolly and Hasty Jirachi that I got from riddlinkid, and I know EE has a Hex Impish Arceus (just some examples =D)
Well, there's a Wondercard flawless spread, and Natures are determined at a different time than IV's for Wondercards, so you can get a Hex flawless with any nature if it's a Wondercard.
By the way, you can get a Hex Naive Jirachi from a Wondercard ;)
