Would I need Discord for the CAPPL? It seems the vast majority of users like to have a teammate with Discord for better communication.

Yeah Discord is generally the standard for teamcord discussion as its far more accessible for team discussion than using forums/Showdown.
If you don't really plan on using Discord much outside of being in a tour I'd just wait and see if any managers reach out to you.
