national dex is a format where you can use any pokemon that's been created, whether they're in scarlet and violet or not since a lot were removed with the game's release. you're correct on what you said about NFE, any pokemon that isn't the highest evolution stage in it's evolution line is legal as long as they aren't banned for being too strong, so things like ivysaur and gurdurr as well as bulbasaur count
