GMT stands for Greenwich Mean Time, Greenwich is a place in england where GMT was invented (for lack of a better phrazing). So if its in Greenwich (and with that the whole of Brittain) 14:00 then it is in my country, The Netherlands, which is a +1 zone, 15:00 local time and for you it would be 8:00 local time. So GMT + or - refers to the time diffence between you and Greenwich/UK. Hope that clears it up :)
As for the time I can do 19:00 +0 which is your 15:00

btw I just checked which time we are playing to make sure I was correct but 19:00 +0 isn't your 15:00 it is your 13:00, my bad. However I can still play at your 15:00 but I can also play earlier at your 13:00. Whatever you prefer :)
