I've represented the Agency to great success on an unoficial natdex tour with ts, the Latias was the mega, but literally same set. The point is to break their ankles with scarf flip/turn u-turn, get in latias to paralyze threats with latias and win either by dropping dracos with latios on chipped mons or by setting up kommo-o.

Since this ain't natdex, you could also try to use
These EVs: 248 HP / 8 Def / 252 Spe on Latias, as a fake Rotom-W, but I liked the defense both on practice and on the tour run.
Also most likely scarf Roaring Moon does whatever Hydreigon does, but better, but that ain't shiesty at all.

Finally a singles OM that the pledge moves work in!! I tried swamp and fire storm, but I think since rain is easier to setup than sun, rainbow works the best. It also pairs well with Zapdos having 60% 2ndary effects on BOTH moves.
