It can have either (I am making it on Shoddy now, and I was wondering the same thing.) I am going to use Sand Veil because if Gliscor is crippled by Intimidate, it can always U-turn out. On the flip-side, I've been able to kill Gyarados in the past with Hyper Cutter. Without the attack loss, a critical hit with Stone Edge will kill most Gyarados, though I don't have that listed as an attack. It could be used over Ice Fang since Starmie covers with Ice Beam.

And regarding your team, idk if LO Starmie and SS go together well. Maybe you could work SS in late-game though. It would be very interesting to see that combination if it works.
