It's just a matter of getting your timing down. If you're consistently hitting a particular wrong delay you can always put it in the 'Other Delay' box: that's helped me through almost all of my RNG's :)
And I had a very important question! Which Gligar did you want? One has Sand Veil, the other has Hyper Cutter. Other than that and hatch locations, they're identical.

Have you downloaded PikaTimer? It helps SO much with hitting delays.
