Oh absolutely. I tested a L49 and it kicked butt in VGC 10 because it was "pretty much" just as powerful and defensive, but it was SLOWER than every other uber out there! ;)
Forgot to mention, about Requirement #3, please, if people don't figure it out, don't tell them what it is, just say "Sorry, you didn't meet all 3 requirements. Please go back and read the OP carefully. REEEEEEEEEALLY carefully. ;)"
