If this is your thought process on Pokemon then you clearly are.
If this were the case then this would hold true for every Pokemon, X Pokemon isnt OU because its countered by X Pokemon in UU. No just complete no.
Obviously every Pokemon has a counter just because that Pokemons counter is in a lower tier the Pokemon being countered should be moved down a tier?
Again just complete no.
