Arceus will never be allowed in VGC since it's an event-only Pokémon. However, if you hack the wondercard but legitimately RNG it, it won't be considered hacked (hack checks will state it is legit).
I don't know any site to dowload wondercards, but I think it wouldn't be hard to find.
And I don't think you would wish to live in Italy, seriously xD

Uhm.. no I'm going to use old wondercards I downloaded a lot of time ago in-life (Darkrai is a 2008 wondercard, and I got Arceus' this May).
btw, lot of people use AR codes to get wondercard, even people with big threads, and it is not illegal if you don't hack the Pokémon itself.

Or essentially you can just do the letter for the hidden power type. This sounds interesting. for example F for fire and I for Ice
lol, but that is the origin of Hidden Power and now the move was widely used by many battlers. And what i meant about Unown series might be sadistic too. Catching all letter (not sure you want ! and ? though)
