Okay, why do I need to go with 3600+ delays?

Well, I'm trying to figuring out the time, the date, the delays, and the info that I need to set the pikatimer and my DS so I can try to hit my SID/ID Combo on my new HG game so I can try to get my own Shiny Ho-oh and Shiny Rayquaza with a Jolly nature and with this IV set (31/31/31/0/31/31). My desired SID/ID combo is 35338 (ID) and 42379 (SID) and the reporter said that the seed that I'm supposed to get with this Shiny spread is a5140629. I keep trying to get the Pandora box to find the info that I need but it keeps so random Seeds (with the same SID/ID combo) that are different from the seed that was supposed to go with my Desired SID/ID combo. And when I put that Random Seed in the reporter, it won't even show the same iv set for my desired shiny spread. =/
