Belly Drum giving +2 ATk when user has less than 50% but showing a failing message is the proper game mechanics.
The solution to that issue is to not play on Pokemon Online, but on Smogon University, and maybe an hour later than peak time. D/Cs happen mainly when the server is close to full.
