I'm not sure how much input you'd get, but if you'd like to make an art thread of animations which you have drawn and animated yourself, then go for it. It needs sufficient content though.
Cartoons' thread is all his own work, drawn in easytoon. The example which you provided seems to be an animation of pre-made images which you have not drawn yourself. Such things would not be permitted.

Having done a quick internet search it doesn't look like your avatar is your own work, and if that's what would be getting posted then no, it wouldn't be suitable.

E: If it's original work that is. We don't want stuff gathered from the internet which we could easily find ourselves.
