It's when you're searching for breeding seeds and you find one seed that has 3 shiny frames within a small window. Although sometimes it's more than three; phadunk found a seed that had like 9 shiny frames, all within a 17 frame window. There's always a non-shiny frame in between the shiny ones, but it's still really easy to hit a breeding seed with that.
That's what I said, when there's !!! in the PID, it means that that PID is Shiny
!!! means that PID is Shiny.
And turning means, that you have to stand in grass/cave/water area where you can encounter a Pokémon. Remain on 1 tile, and then move the character around using the arrows. Just make sure you don't leave that tile. No steps, just turn the character.
