yeah in my experience it does great against stall, but I find it to be really useful.
AC mention is fine by me, just make sure you talk to like Delta and Snunch about it.

That's what I was thinking too but the thing is it allows you to phaze through faster Taunters and you don't do pitiful damage with base 100 attack. Gives you something to do against Froslass and the like and its arguably its best phazing move.
If anything you could just talk this over with the UU QC guys on IRC.
