I don't know what else I can do to control the frame. I've tried two or three different things, but since it's just frickin random, maybe I'll have to just wait for a different number of seconds everytime, and keep hoping I hit the right seed.

I've been trying to abuse my starter on my original Soul Silver game for the last two days now.
Man, the spread I want is on frame 28, and I can't hit it for the life of me.
I've hit the frame 25 and the frame 31 on the seed, but never frame 28.

The thing is that i have to start in the floor under ho-oh so i can check that i hit the correct delay. My actual frame after checkin my delay is always 68 and un trying to hit frame 73,81 or 83 but i still dont have succes :( is the actual frame always high like mine?
