I think Joseph should have been in the Terra Federation for longer - with Sirius more trusting of him, therefore he is of a higher rank. The Shadow, however, is more like Sirius's Personal Assasin and Bodyguard - he's not in charge of an army, just that everyone knows if they misbehave, the Shadow will kill them in the most Horrific way possible...
However, The Shadow probably won't take orders from Joseph, deeming him not powerful enough - he seems to be of a rather similar power...
